Q.Our Red Bud tree (10 yrs old) started having blossoms; then the Illinois hard freeze hit. Since then
the blossoms stopped opening & the leaves are green but sparingly small. Under the bark is green.
Is the tree still OK?

Yes, it sounds like it is OK. Many early blooming trees can be nipped by a frost or freeze and lose their blossoms. If there was tissue damage, you will notice dieback in lateral branches. Go ahead and prune those out as you see them, but never take off more than 1/3 of a tree's branches at one time.
Even with some dieback, your tree will likely return to its former glory.
