Q.My Desert Rose Has Had Some Type of Black Specks On Leaves. Should I Report It?? We Sprayed With A Fungicide, Insecticide.
Then spots occurred on the leaves. They have started to fall off and the bud turned black and died. I have had the plants for 10 years. no problems. Only started after repotting 7 several months ago..Think I should report again????

I assume you mean 'repotting'.
This, along with overwatering has likely caused the problem.
When repotting, it is very important to only pot up into a container that is just an inch or so larger. Anything larger than this and there will be too much soil that does not have roots. This will remain wet for long enough to contract an infection.
Unfortunately, your photos did not come through and I cannot see the damage.
Without seeing the state of the plant, I will be unable to know whether it can be recovered or not.
The first thing will be to continue fungicide treatment according to the label. Follow these instruction carefully, as misusing can be a hazard to plants and humans.
Next will be to provide proper care, and make sure to let the soil dry out VERY THOROUGHLY down halfway the container between watering.
With proper care, and continued treatment the plant may survive.
