All my shrub/plants from lawn area (no grass) need new dirt and mulch. Better to do it now or wait till spring ? Area has a lot

of sand. Most of the ground is covered with sand . Wondering if new dirt and mulch will protect my garden from snow & ice or if I can wait until spring so I can enjoy the fresh look for a longer period of time ?
