Q.Jackfruit Seedlings Lost Leaves And Growing Bumps?

Dear Master gardeners, I live in Southern California and I tried to grow jackfruit from seeds last summer. Most of them did not survive the winter but one of them did survive (as I see it still has green stems while the others turned brown). There is no leaves growing though. Only small bumps like this one shown in picture. Is this normal? What can I do to make it grow leaves again? I thought plants need leaves to process their photosynthesis. Thanks in advance!

Those are new shoots! These will become leaves with proper care.
