e anything I’ve looked up. I tried using a qtip with diluted rubbing alcohol, however they did not come off. I can scrape some of them off. They’re white in color and some are turning more auburn.

It looks like either aphids or scale. You can use Neem Oil for both so I would try that. Here is more:
