I dug out my rose bushes because they had witches broom. how soon can I replant and do I need to treat the soil to get rid of any mites.

It is usually recommended to wait at least a year. The Rose Rosette Disease / Witches Broom is thought to be caused and spread by mites. Thus I also recommend spraying new rosebushes with a mitacide upon planting and again at the first notice of mite problems beginning.
