It is usually recommended to wait at least a year. The Rose Rosette Disease / Witches Broom is thought to be caused and spread by mites. Thus I also recommend spraying new rosebushes with a mitacide upon planting and again at the first notice of mite problems beginning. Read carefully and follow the information and directions upon the product label you wish to use. Read the labels on various products prior to purchasing them to make sure they will do what you need them to.
