How Can I Cure This Foliage Disease?

Hello, The tree in front of my house began having weird swollen leaves. See the pictures attached. There are some leaves completly swollen. There is another shrub I have close to that tree which has yellow dry leaves, not the same condition but still bad.What can I do to bring it back to normal? Kind regards, Angela
