I brought my hibiscus off the deck this fall and the buds look as though there are little tiny black dots on it. They bloom still. I looked to see if they move and they don’t. Is this a bug or something? Also, should I prune? It has a ton of blooms yet.

They are likely bugs. Many of the smaller bugs attach to the plant and move very little. Treat the plant with neem oil and that should take care of them.

You don't need to prune it if you do not want to. Some people prune them when they bring them in because it makes it smaller, but it is not necessary.
