When you are putting concrete edging in the ground, does it have to be concreted in to keep it from moving?

No, it is not necessary to use concrete when placing this type of edging in the ground. However, it depends on what kind you are using and whether or not it will be built up (like a retaining wall), which may require mortar. If you're simply placing it around a bed (single layer), then leaving it as is should be adequate.
