Q.Dying fruitless mulberry
This tree is app. 15 years old; I thought fruitless mulberry trees had a long life span; but it appears to be dying, or maybe dead already. Please see attached pictures!
Any help or ideas will be greatly appreciated.

This can be a sign that it has been receiving too much water but could also be due to an existing fungal infection. I would recommend treating with a fungicide as much of the tree area the as possible. This article will help: https://www.gardeningknowhow.com/garden-how-to/info/homemade-fungicide.htm
