Crepe Myrtle Trees

Q.Crepe Myrtle diseased

My Crepe Myrtle is about 12 years old. It looks as if the leaves have been dipped in oil. They are drooping. Help? What can I use to fix my tree? I can send a picture but the tree is planted at the church as a memorial tree in honor of my daughter. it is a lavender one and did not bloom this year.
