Q.Charokee Dogwood tree

I have dogwood tree that was planted three years ago. I has been doing fine until now. I’m not sure if it should be leafed out yet or not, but it’s not. I live in central Kentucky and the tree was a father’s day present from my daughter and son-n-law. So hopefully you can see my extra concern.

Typically, it will shoot flowers before leaves. Sometimes this will not happen due to shock. Can you provide a photo? This can help me to better see what it going on.
