can you start a new tree by cutting off 18in. 0f new growth from a japanese maple and placing it in a pail of water for new roots ?

18 inches is a little too large of a cutting to take. Take a smaller cutting for better results.

If you do choose to take a hardwood cutting, you should do this during dormancy.
