Q.can I plant a stem with no root for growing another plant?

A neighbor gave me some stems with no roots, but just flowers. Can I plant the stems and make a plant, or do I need the roots to do this??

Some plants will root from bare cuttings if you have kept them moist and if you use the right process. Here is an article with more information:
