Acer Problem

Question

I’ve got an acer brilliantasm tree ,it was ok first year I put it in garden but for last 3 years it’s been like this ,any advice please

You can cut out the dead wood at any time. I zoomed in on the photo and I see something yellow on some of the stems and branches. Look at that closely. It may be aphids or scale insects.
