When is the best time to sow seed balls...fall or spring? Our garden club wants to make and sow wildflower seed balls.
Spring would be the best time to plant out your seed balls.

My daughter is thinking of doing a Science Fair project on how music affects plant growth and is going to plant seeds in 3 different pots with different music selections next to them. She needs to track the growth and is curious of what a good fast growing seed that will thrive in a medium sized pot will be. We would set it in front of a large window with western exposure in our home. Could you recommend a type of seed that could be good for this?
At first I was thinking, maybe alfalfa. .. but, it's not as interesting as an actual vegetable or flower growing with the help of different genres of music.
Regardless, a good way to get the seeds starting to germinate faster is to let them soak in a small glass of hot water for about an hour or two prior to planting them. I use a little shot glass, set them in a sunny area, &wait until the water becomes cold or room temperature. They should pop up within the same week depending on the type of seed.
Also, trying searching the internet for the easiest produce to grow or easiest flowers so you guys know for sure there won't be any fail to this project just in case!

This may sound silly, especially because I've been vegetable gardening pretty successfully (after a many trial & error)! My question is about the month range on the back of seed packets. Does that mean you can sow those seeds anytime in that range or is that from start to harvest? :/
The back of a seed packet generally has information on planting depth, seed spacing, days to germination, and spacing after planting.
It generally tells you when you can place the seeds outdoors, which is the month range that you mention.

Germinating seeds. Started a month ago. Half sprouted within 2 to 5 days. Other half have not sprouted. Kept moist and dark. Should I toss them? Would scaring or cracking them slightly do any good? I am a senior and medical marijuana patient. Disability my only income. Seeds were very expensive. I don't want to throw away if there is hope of germination after this much time.
It depends what kind of seeds you have. Most seeds of common vegetables will germinate in about 1 to 3 weeks, but there are seeds that take longer. Some mint family plants take about 1 month on average to germinate, and some more exotic plant seeds can take months. Also, look up the species to be sure the seed does not require special treatment, such as cold stratification, before germination.
An older gentleman gave me some 82 year old cottonseed to germinate for him. It was found in an old school house time capsule in the cornerstone of the school where he graduated. They, the classmates, want to have this growing when the have a reunion in July. Got any ideas, will it germ, assume if it does will it be weak, any chemicals that I may need to get it to germ or keep it alive if it does germ? I do have a greenhouse and small bench heating mat to germ seed. Thanks, Henry D. Kestner

we have a very high chlorine level in our water, how will this effect starting seeds and maintaining young plants ?
If you have conditioned water, I would suggest letting it sit out for 48 hours before using.
You can also use distilled water.
