Q.Wondering why our weeping pussy willows, which are in pots, are bringing forth furry catkins and it’s September.
Just bought them this past spring and they have spent the summer on our balcony.

It is much colder in your area than in mine. This means that any cooler temperatures can trigger flowering. Flowering this early can indicate that it is a male tree, however, this cannot be confirmed without seeing the catkins and the flower sex that they contain.
Either way, what you are seeing will not harm the tree. This article will help you to care for the tree: https://www.gardeningknowhow.com/ornamental/shrubs/pussy-willow/growing-pussy-willows.htm
