Wisteria

Question

Problem: This year the wisteria has not bloomed or leafed. Ugh! Is it dying or dormant or slow due to winter weather? It did bloom very little blooms and does show some life in a few small places along the vine. But it is not like it has been for the past 10 – 12 years.
