My Windmill Palm Flowered for the first time in 10 years. It is June in Washington State and the yellow seeds are dropping off. When the seeds are all gone , do I cut the flowers back or do I just let them go?

You can do either one. Remove the stem close to the palm but avoid injury to the trunk.
