Is it a climber? Was the original shrub grafted? If so, you may be growing the rootstalk, which may not be as desirable as the upper part. If it is an heirloom rose, it likely grows from its own roots. In which case, you will need to be patient for the sucker to bloom. Make sure it gets a full day of sun, nutrients, and water.
