Will My Daphne Transatlantica Shrub Recover.?

Question

The flowers on my shrub seem to be ok but the leaves have suffered during these last three storms. will the shrub grow new leaves later on?

I'm guessing they were snow/ice storms. If the flower buds survived, it is probably OK and new leaves will grow.
