Indian paintbrush is a parasitic plant meaning it has to have a host plant to get it started. Hosts are often native grasses and seeds are put in a slit within the grass. They can be difficult to get started. However, it may be too early to judge failure to germinate. There are at least 3 species of Indian paintbrush so you may want to research the type you have.
