My neighbor wants to remove the branches from my tamarack tree because he says the grass will not grow on the soil beneath its branches. ?!?!? Is this true?

It looks from the photo that there might be several issues related to growing grass in this space other than the Tamarack. Most of the challenges to growing grass under trees is connected with too much shade and competition for nutrients from the tree. But grass can grow under trees if you are diligent and carefully select grasses that can tolerate your specific conditions. Fescue is a good example of "shade loving" grass.
