Q.Why Is This Bobo Hydrangea Not Growing As Fast Or Full As The Others?
Planted a bobo hydrangea hedge and the last two in the row are growing smaller and weaker compared to the others.

As far as growing smaller goes- This is considered a dwarf variety. If this is different from your other hydrangeas, then I'd chalk it up to this.
Still, there are other factors to consider. I'd take soil reading of nutrient levels, pH, and moisture levels. This will rule out any issues with the plant's microclimate. Other than that, proper care should keep it healthy.
