Why is my trellised giant crimson mandevilla not putting out new growth

I have a giant crimson mandevilla that was planted in the ground next to a cement slab and on a trellis. The hole was filled in with Miracle Grow garden soil. I’ve used miracle grow rose and bloom shake and feed after planting about a month ago. I haven’t seen any new growth on the plant. Is it too soon? Should I prune it? The plant looks healthy but I had a smaller mandevilla in a pot on a trellis that was an aggressive grower. That’s what I was expecting with the giant variety as well.

This will require a certain set of conditions that will allow for proper growth. It is likely that something is off in the soil.
