Why Don’t My Healthy Looking Pepper Plants Produce?

My pepper plants are in the sun and are 12" tall. They are nice and bushy and fertilized with 10-10. I have 1 pepper on 1 plant. It seems like the top of each plant has a lot of growth but no blooms and if there is a bloom, they fall off.

Add more phosphorus to the soil. Your soil is probably lacking this and peppers need this to flower. This article will help:
