Q.Why don’t my healthy looking pepper plants produce?

My pepper plants are in the sun and are 12″ tall. They are nice and bushy and fertilized with 10-10. I have 1 pepper on 1 plant. It seems like the top of each plant has a lot of growth but no blooms and if there is a bloom, they fall off.
