Q.Why does my Veronica Gen- ‘Little Blue’ not bloom?
I have had this plant since 2015 and every year it grows and looks healthy but has never flowered. I put salt marsh hay on all my perennials for the winter since I live in southern NH so the plant does come back. It is in a sunny location. I compost it every spring and put a 10 10 10 fertilizer. Please help- it is one of my favorite flowers- I love blue flowers. Thank you.

With the compost and fertilizer you may have too much nitrogen in your soil; excess nitrogen will give you a lush green plant but little or no flowers.
A soil test can give you an accurate report on your soil; but you can also try giving your plant a boost of phosphorous. Bone Meal is a good way to do this.
