Why Does My Garlic Clove Form A Huge Bulb, And Then Each Clove In That Bulb Sprouts Before It Is Harvested?

I planted hardneck garlic cloves in October 2021 (Zone 7). In Mar 2022, I had 18″strong healthy plants. Suddenly, several shoots formed at the base of the plant – when I dug one up, I found that each of the new cloves had sprouted. So, I have a very large bulb of garlic with about 12 – 16 bulbs all shooting up new growth.
