Unfortunately, your photos did not come through. I am unable to see the issue at hand. I would, definitely, not take them off unless they are drying and dying. In that case it won't harm the plant to remove dead materials.
This could be due to the specific cultivar. There are many types and many forms. If you know that this is not supposed to be happening, and you have one that doesn't usually do this, then you might look to crowding or compacted soil. Though they will take a bit of crowding and being root-bound, they might start to show signs of stress if it is too much.
