White Strawberries

Question

My white strawberry plants are healthy, but all they do is grow runners and no fruit, what am I doing wrong?

They are heavy feeders. Do you fertilize? They also need about 1 inch of water a week. Are they in a full sun situation? Here are their cultural requirements which should help pinpoint the problem.
