Q.White Sticky Goo on Tree

I live in Australia and have a tree that has started producing thousands of white sticky goo dots all over the branches. It has the appearance of snow but to touch is like sap. What is this and how can I get rid of it? This is the first time I have seen this on the tree.

It is likely either aphids or scale. Both pests excrete a sticky substance called honeydew and are small enough that they appear as small dots to the naked eye.
