Q.White dust on chili trees

I have been growing chili trees in Nigeria. They do not seem to last during the growing period. Now that I have established good ground and area to grow, it has been doing well except that I am experiencing a similar after effect, as the WOOLLY APHID is leaving curled leaves and white dusty spots. Please advise me of a home method to make the chili trees grow without these issues. I have been using a mixture of MILK, WATER and DISH WASHING LIQUID. Only started about 3 days ago.
