Q.White Bugs

My hibiscus has tiny white bugs all over it. They are not killing the plant but I want to get rid of them. I need to plant the plant in the ground before it freezes. Any suggestions?

It could be mealybugs or white fly. Read these articles on them and if this does not sound like them, let us know and we will see what we can find.
