My bush died off in the very cold weather, its 10years old. However new growth has started at the bottom of the dead wood. Where shall i cut down to

I would remove anything that is, completely, dead. Since you are fortunate enough to have growth coming back from the roots, you can prune all of the dead growth to allow that living growth to take over.
