When to Water a Vegetable Garden

When is the best time to water my garden? I live in southeast Texas. I have been told several different times of the day.

Early morning is best, but if you cannot get it done in the morning, late afternoon is a close second. These two times allow the plant to absorb the water before it evaporates. Afternoon is slightly less desirable because the plants may still be damp when night falls and this can encourage fungal problems with the plants.
