when to harvest

Question

How do you know when to harvest root vegetables like carrots, onions and rutabagas? I dug up some of my carrots the other day
because the green tops were about a foot and half tall only to find out the carrots themselves were only an inch long by 1/2 in wide and others were smaller than 3/4 in by 1/8th in . So I just separated them and replanted them.
