Q.When Should I Cut Back A Butterfly Plant

I have a butterfly plant which is extremely tall (15 feet approx). I had very little flowers on it last year. Should I cut it back, if so when. Also it has alot of ivy growing up along the truck of it, should I get rid of that.

Yes, remove the ivy and, in late winter or early spring, cut it down to about 1 foot from the ground. It blooms on new growth, so there is no need to keep last year's branches.
