Q.When Do Desert Roses Get There Seeds?
My wisteria vines flowers are small oddly shaped this year , Lots of blooms but small. What is wrong with it?

I will assume that you mean wisteria, and not desert rose, since that is in the question which matches the picture. Either way, seeds will all form the by same means.
Pollen from a male anther comes in contact with the female stigma where the genetics combine to produce a seed. The seed is stored in the ovary.
Your wisteria could have misshapen blooms from a pH imbalance, or possibly bacterial infection, but from your photo, it appears completely healthy to me.
