Can I move plants after they have finished flowering, also ground cover plants .

This, really depends on the specific plants in question. Some plants will tolerate moving, while others will not. It will also depend on what the conditions are of the new locations, opposed to what they are experiencing right now. You will want to mimic the natural condition of each plant for the best results.
