What Is Wrong With This Plant?

I have a hedge along my driveway, I’m not sure what kind of plant it is (just moved in recently) and the leaves are looking rather unwell and there is a white powder on many of the leaves. Can somebody tell me what’s kind of plant it is, what is wrong with them and what to do about it?

I can't quite tell what the shrub is in that condition, but I can tell you that those are blister mites and their damage. Here are some articles that will help:
