Q.What Is Wrong With My Tartanian Maple

Hello, I am hoping someone can help me to figure out what is wrong with my tree and how to treat it so that it gets better. For the past 2 years and this year, once the tree puts out its first leaves and is full, all the leaves then wither and fall off the tree. Sometimes they regrow and the cycle starts all over again so that the tree is always being attacked by whatever disease it is experiencing. I try to remove as much of the fallen leaves from the soil but it is impossible to remove all of them. I am concerned that the tree may eventually die and it would be almost impossible to plant another tree in my backyard now. Appreciate any advice you can give. Thank you, Esther
