Q.What is wrong with my pepper leaves?

planted my pepper in a new pot with new organic soil. It now has these yellowish, raised, crusty spots. They do not rub off. I’ve tried an organic insecticide/fungicide without results.

It looks like scale. they are hard to remove because you have to spray at just the right times. Try these homemade recipes, you will need to reapply:
