What Is Wrong With My Mock Orange Plant?

My small healthy mock orange was goin good along nicely when all of a sudden the leaves on several of the branches withered died and go crunchy. It seems to be happening one branch at a time with no warning, like wilting. I was told it was a fungus and to spray it with neem. That has not stopped the branches from turning.
