What is this white stuff growing on my cactus and what do I do to treat it?

Possibly a cochineal scale infestation. You can usually remove the infestation with a good spray of water (outside with a hose but be careful not to use too much pressure and damage the cactus) and-or some insecticidal soap but a persistent infestation may require using an insecticide.
