Q.What is this web in my crape myrtle?

I do think this appears to be a spider web.
Are you able to see any insects or spider in the web?
Another possibility is spider mites, so look carefully for the tiny little spiders.

Spiders can be beneficial in the garden, so you may consider leaving it alone.
If you see the signs of Spider Mites, I would treat with Neem Oil.
