The tree looks healthy but its got white things hanging on the branches.

It appears to be the pupa stage of a moth or butterfly. I am not familiar with that species, so I cannot tell you which it is. If you want more information on whether this particular species will be harmful to the trees or not then I would recommend contacting your local extension service. They will be able to help you if you take samples in.
