Q.what is eating my plants

I’m going to upload a picture of my plants and I hope you can tell me what is eating them and how I can treat it I have been spraying soapy water on them and that seems to help for a minute but soon as it rains the treatment goes off and they just continue to eat

You may have more than one pest going on here including aphids. Try some Neem oil and see if that helps. It gets rid of a number of insects and is safe for beneficials. Be sure to read all the instructions and follow them exactly.
