What do I need in order for my lemon tree to produce?

My lemon and orange tree did not produce this year. What can I do to aid the process of production for my trees? Also, what can I do to keep insects from damaging my bell pepper plant? My bell peppers never seem to complete the growth process before they are damaged. Should the soil for growing potatoes be kept moist or given a chance to dry out a bit before watering?
