problem?  The bushes I have are healthy and bloom beautifully. Surely the greasy looking stuff that covers every square inch of the plant is not a good thing?

This can be caused by many different things. The first thing to do will be to find out if this is caused by an insect, or an actual fungal issue. There is also a chance that a nearby tree, such as a Hackberry, could be leaking sap.

Once you find the pest damaging your shrub, you can begin to control the mold.
